    In a civil lawsuit filed last November in district court, Garrick and Hopkins claim that Frank used %u201Cunnecessary surgical procedures,%u201D %u201Ccaused patients damage and injury%u201D and violated Occupational Safety and Health Administration standards. As an example, they allege that Frank performed a crown preparation on a patient that, because of his negligence, turned into a root canal and then resulted in the tooth being pulled.
